Yahoo has a good article on how to delete your account. You can do so by visiting the “How do I permanently delete my Yahoo account?” page. They have instructions for deleting your Yahoo account on desktop, mobile, and through email.
Yahoo deletes inactive accounts after a certain period of time, but does not specify how long that is.

Yahoo is not closing email accounts. Yahoo is changing its email service to a new version of their Yahoo Mail service, which will be called “Yahoo Mail Plus.” The new service will have features such as spam protection, ad-free inbox, and more storage space.
Unfortunately, you cannot reopen a closed Yahoo email account. The only way to get back into your account is by resetting your password. You can do so by going to the Yahoo Account Recovery page and entering your username, email address, and a new password.
To delete your Yahoo account on your phone, go to the “Settings” app and then select “Accounts.” Tap on Yahoo and then press “Delete Account.” You will be prompted to enter your password.
To delete an email account, you need to log into your account and then go to the “Settings” tab. From there, click on “More Settings” and then scroll down to the “Accounts” section. Click on the “X” next to the account name you want to delete.
Yahoo Mail offers a way to download your old emails. You can find the link to it on the bottom of their homepage. Just click the “Download Yahoo Mail” button and follow the prompts.
