Exchange Online mailboxes are not deleted by just pressing the delete button. You need to use PowerShell to delete the mailbox.
In Exchange 2016, we can delete the mailbox without deleting the user. This is because the user object continues to exist in Active Directory after a mailbox-only deletion has taken place. It’s important to know that if a deleted mailbox is recreated, it will contain all of the emails from before the deletion. If you want to permanently delete email messages which are only in the mailbox and not on any other devices, you’ll need to use PowerShell or contact Microsoft Support for guidance.
