To set your screen to blend mode, go to Settings > Display and tap on Blending. From here, you can select the blending mode that you would like to use.
To change the blend mode in Photoshop, first, click on the “Blend” tab located in the top menu bar. From there, you can select one of the many blend modes available such as “Normal”, “Overlay”, “Soft Light”, “Hard Light”, or “Luminescent”.
To put Photoshop in screen mode, go to the “Window” menu and select “Screen Mode.

The smudge tool is used to blurry or blurs an area of a photo. To use the smudge tool, first, select the area you want to blur. Next, use the Brush tool to paint over the area with a soft, circular brush. Finally, use the Smudge tool to soften the edges of the blur.
